New Metro Launches Its Largest Procurement to Date – Worth Around SEK 6 Billion

Procurement is now starting for the contract to excavate the tunnels for the new Yellow Line between Fridhemsplan and Älvsjö using TBMs (tunnel boring machines).

Two gigantic tunnel boring machines will excavate both running tunnels simultaneously. The contract also includes drill-and-blast excavation of station areas for four stations: Älvsjö, Östbergahöjden, Årstafältet and Årstaberg.

– This will be the single largest contract within the entire metro expansion. We’re talking about between SEK 5.3 and 6.1 billion, says Johan Brantmark, Head of the Metro Extension to Älvsjö.

Instead of dividing the work into several smaller contracts, a single contractor will be responsible for the entire tunnel and four of the six stations.

– The works are interdependent. Our assessment is that having one and the same contractor offers the best conditions for planning and carrying out the work as efficiently as possible, Johan Brantmark continues.

According to the current schedule, the tunnel boring machines will arrive in Stockholm in autumn 2029, after which they will be assembled in Älvsjö.

The procurement process

  • The procurement is carried out in two stages.
  • In the first stage, suppliers apply to participate by describing their competence, experience and capacity. Based on this information, a selection of suppliers is invited to the next stage.
  • In the second stage, the selected suppliers submit their tenders.
  • The tenders are evaluated with strong emphasis on quality, in order to select the bidder best able to deliver the project with the right quality at a well‑balanced price.
  • The contract is then awarded.

Who may submit tenders?

Only suppliers from the EU or from countries that have free trade agreements with the EU may participate.
